IN THE SENATE OF MADISON AREA TECHNICAL COLLEGE

Introduced by Senator Kodiak Koessl, Senator Cameron Wilkin, Senator Michael Malone and co-sponsored by Vice President Margaret Joof introduced the following legislation, drafted on their own recognition.
A RESOLUTION
PROVISIONARY CONDITION: Will be accepted under the condition that an Ad Hoc Committee be formed to craft different resolutions for other majors.
FORMAL MOTION: Madison College Student Senate would like to formally recognize and honor our students in the Protective and Emergency Services programs from (9/3/23-9/10/23) on all Madison College campuses.
SECTION 1: PRIMARY REASONING:
Whereas:
1. Police officers, firefighters & paramedics risk their lives for the safety, protection, and wellbeing of others.
2. 5.2% of all Madison College students are enrolled in Protective Services programs in 2023.
3. 1,440 Madison College students have graduated in Emergency Medical Services in the last 5 years.
4. 661 Madison College students have graduated in Protective Services in the last 5 years.
5. Madison College Public Safety Officers can provide assurance of safety on all Madison College campuses.
6. 41% of EMS agencies reported that they had periods in their schedule where they did not have adequate staffing to respond to a request for an ambulance response.
7. 78% had responded to another agency’s request for mutual aid due to a lack of staffing at the first EMS agency.
8. 41% are operating with six or fewer staff members providing 80% of staffing hours.
9. Wisconsin has fewer than 13,400 law enforcement officers in 2022.
SECTION 2: ADDITIONAL INFORMATION:
The School of Human & Protective Services will sponsor events during this week in collaboration with Student Life.
The Remembrance Event is in the Fire Bay from 11:30am to 1pm on Monday, September 11th. There is a “buffet style” lunch including burgers and potato salad with services beginning at 11:30am.
At noon, the Dean of Human & Protective Services, Jessica Cioci, will provide some opening remarks and introduce our guest speaker. The guest speaker is Mahlon Mitchell from the Madison Fire Department. He is a Lieutenant with the City of Madison Fire Department. In addition, he also serves as President of the Firefighters Local 311 and is President of the Professional Firefighters of Wisconsin.
The speech is usually about 20 minutes and provides a reflection on the incredible responsibility Protective Services professionals have to their communities, the honor and privilege of serving our communities in what is often their most vulnerable moments, and a moment of silence for those who made the ultimate sacrifice on 9/11 as well as those who continue to suffer the effects of that event. Typically, staff from our Veteran’s Resource Office also attend and share resources and support with attendees, as many of our Protective Services students are veterans.
It is a somewhat simple event due to constraints on time, space and equipment, but within the programs themselves faculty lead students through different activities and experiences that are related to addressing mental health, remembrance videos, safety protocols, and facilitated conversations around the challenges and responsibilities to the community they will encounter as first responders.

Coffee Day in the Protective Services Building Entrance: It is being held to show our appreciation for students in the Protective & Emergency Services programs.
SECTION 3: DEFINITIONS:
1. Emergency Medical Services (EMS) includes:
- Emergency Medical Responder (EMR)
- Emergency Medical Technician (EMT)
- Advanced Emergency Medical Technician (AEMT)
- Paramedic Technical Diploma
- Paramedic Technician associate degree
2. Protective Services includes:
- Criminal Justice Studies associate degree
- Law Enforcement Academy
- Fire Protection Technician associate degree
- Fire Academy (including our next gen high school students)
- Non-Degree Fire Service Training

On August 10th, 2023, voting on Senate Resolution #002-Protective and Emergency Services Week took place through a roll call vote which passed overwhelmingly by a vote of 12 (Yes), 0 (No), 2 (Abstain) & 2 (Not Present). This resolution is effective as of July 27th, 2023. Congratulations!
